Referring to my despatch No. 447 of 25th September
last, I have the honour to forward herewith for your informa-
tion copies of further correspondence with regard to the
measurement of ships for the purposes of Emigration IranNESS.
You will observe that I do not consider there are
adequate reasons for the course now proposed by the Colonial
Government with a view to securing uniformity of measurement.
The serious objections by which this course would be attended
are clearly and reasonably set forth in the two despatches
(No. 18 of June 21st last and No, 2 of January 》 th} from
His Majesty's Consul at Swatow, wi th whose views 1 am in
general accord.
